About the Romanian Rovinieta

The Romanian road vignette (Rovinieta) is administered by CNAIR (Compania Națională de Administrare a Infrastructurii Rutiere). It is mandatory for all passenger vehicles up to 3.5 tonnes using Romanian national roads (DN roads) and motorways (A roads).

What makes Romania unique is that the Rovinieta is required not just on motorways but on all national roads (DN roads) as well — a much broader requirement than most European countries. This means most major intercity routes in Romania require the vignette, even if they are not motorways.

Romania offers four validity periods: 10 days, 30 days, 60 days, and 12 months. Government fees are set in Romanian Leu (RON); we display EUR equivalents. Note that Romania is still in the process of completing its motorway network — the A3 Transylvania corridor is partially open.

Vehicles Exempt from the Romanian Rovinieta

  • Emergency vehicles (police, ambulance, fire brigade)
  • Military vehicles on official duty
  • Diplomatic vehicles with CD plates
  • Vehicles over 3.5t — these use separate toll systems (eRovinieta HGV)

Electric Vehicles (BEV)

Rovinieta required — no exemption

Heavy Goods Vehicles

Over 3.5 tonnes GVW

Vehicles over 3.5 tonnes use a separate HGV Rovinieta system with different rates based on axle count and emissions class. They must also pay distance-based tolls on certain routes managed by CNAIR.

HGV Rovinieta rates depend on vehicle class. Register at rovinieta.ro before entry.

National Roads (DN) Also Covered

Motorways AND national roads — one Rovinieta

Unlike most EU countries, Romania requires the Rovinieta on national roads (DN) — not just motorways. This includes major intercity routes like DN1 (Bucharest–Ploiești–Brașov) and DN7 (Pitești–Sibiu). One Rovinieta covers all these roads.

Which Roads Require the Rovinieta?

Romania's Rovinieta requirement covers both motorways (A roads) and national roads (DN roads). This is significantly broader than most European countries where only motorways require a vignette.

Secondary (DJ) and local (DC) roads do not require the Rovinieta. City streets and urban roads are also free. Note that Romania's motorway network is still being expanded — always check current construction status before travelling.

Requires Rovinieta

  • All motorways — A1, A2, A3, A4
  • All national roads (DN roads)
  • Expressways (E roads where on national network)

No Rovinieta Needed

  • County roads (DJ roads)
  • Communal roads (DC roads)
  • City streets and urban roads

A3 Transylvania — partially complete

The A3 motorway through Transylvania is one of Romania's biggest infrastructure projects. Sections between Bucharest, Ploiești, Brașov and Cluj-Napoca are at various stages of completion. Check road.travel for current status.

Key Border Crossings

Romania borders Hungary, Ukraine, Moldova, Bulgaria, and Serbia. Most major crossings connect directly to national or motorway roads — the Rovinieta is required immediately upon entering DN or A roads.

Romanian Rovinieta — Frequently Asked Questions

Common questions about the Romanian road vignette (Rovinieta).

The Rovinieta (Romanian road tax vignette) is managed by CNAIR (Compania Națională de Administrare a Infrastructurii Rutiere). It is mandatory for all passenger vehicles using Romanian national roads (DN roads) and motorways (A roads). This includes motorcycles and — unlike some countries — electric vehicles.

Yes. Romania does not exempt electric vehicles from the Rovinieta requirement. All passenger vehicles up to 3.5 tonnes — regardless of fuel type including fully electric BEV — must have a valid Rovinieta to use national roads and motorways.

Yes, but you still need the Rovinieta even on national roads (DN). This is different from most European countries where only motorways require a vignette. In Romania, regular DN roads also require a valid Rovinieta.

Driving without a valid Rovinieta on Romanian national roads or motorways can result in fines of up to RON 2,000 (approximately €400). Romanian road police (Poliția Rutieră) and CNAIR inspectors carry out regular checks, especially at border entry points.

No. Romania has significant ongoing motorway construction. The A3 Transylvania Motorway connecting Bucharest to Cluj-Napoca is partially open but not fully complete. The A1 connecting west to Hungary is the most developed corridor. Check current road conditions before travelling.

In addition to the Rovinieta, vehicles entering from outside the EU should carry vehicle registration documents. For rental cars, a letter of permission from the rental company may be required at some border crossings.
