About the Romanian Rovinieta
The Romanian road vignette (Rovinieta) is administered by CNAIR (Compania Națională de Administrare a Infrastructurii Rutiere). It is mandatory for all passenger vehicles up to 3.5 tonnes using Romanian national roads (DN roads) and motorways (A roads).
What makes Romania unique is that the Rovinieta is required not just on motorways but on all national roads (DN roads) as well — a much broader requirement than most European countries. This means most major intercity routes in Romania require the vignette, even if they are not motorways.
Romania offers four validity periods: 10 days, 30 days, 60 days, and 12 months. Government fees are set in Romanian Leu (RON); we display EUR equivalents. Note that Romania is still in the process of completing its motorway network — the A3 Transylvania corridor is partially open.

Which Vehicles Need the Romanian Rovinieta?
Romania requires the Rovinieta on national roads AND motorways — a broad requirement. Here is a complete overview for drivers.
Passenger Cars & Vans
Up to 3.5 tonnes GVW
All private cars, minivans, and SUVs up to 3,500 kg require a Rovinieta on Romanian motorways and national (DN) roads. Required from the moment you enter a motorway or DN road.
Motorcycles
All engine sizes
Motorcycles require their own Rovinieta for use on Romanian motorways and national roads. A car Rovinieta does not cover a motorcycle — separate registration is required per vehicle.
Electric Vehicles (BEV)
Rovinieta required — no exemption
Romania does not exempt electric vehicles from the Rovinieta requirement. All passenger vehicles up to 3.5 tonnes — regardless of fuel type including BEV — must have a valid Rovinieta to use national roads and motorways.
Heavy Goods Vehicles

Vehicles over 3.5 tonnes use a separate HGV Rovinieta system with different rates based on axle count and emissions class. They must also pay distance-based tolls on certain routes managed by CNAIR.

Driving without a valid Rovinieta on Romanian roads can result in fines of up to RON 2,000 (~€400). Road police (Poliția Rutieră) and CNAIR inspectors carry out regular checks — especially at border entry points from Hungary, Bulgaria, and Moldova.

Unlike most EU countries, Romania requires the Rovinieta on national roads (DN) — not just motorways. This includes major intercity routes like DN1 (Bucharest–Ploiești–Brașov) and DN7 (Pitești–Sibiu). One Rovinieta covers all these roads.
Which Roads Require the Rovinieta?
Romania's Rovinieta requirement covers both motorways (A roads) and national roads (DN roads). This is significantly broader than most European countries where only motorways require a vignette.
Secondary (DJ) and local (DC) roads do not require the Rovinieta. City streets and urban roads are also free. Note that Romania's motorway network is still being expanded — always check current construction status before travelling.
