Frequently asked questions about the Romanian e-vignette (rovinieta)

The Romanian rovinieta is available in four periods: 10 days (~€6), 30 days (€19.50), 60 days (~€15), and 12 months (~€50).

The rovinieta is required on all Romanian motorways (autostrada, prefix A), national roads (drumuri naționale, prefix DN), and expressways (drumuri expres, prefix DE) outside urban boundaries. This covers nearly all inter-city driving. Municipal streets and county/communal roads are exempt.

No. Motorcycles are fully exempt from the rovinieta requirement in Romania. They may use national roads and motorways without purchasing a vignette.

No. Electric vehicles (BEV and PHEV) registered as passenger cars must purchase a rovinieta on the same terms as conventional vehicles. Romania does offer other benefits for EV owners (e.g., tax exemptions), but these do not affect the vignette obligation.

Driving without a valid rovinieta is treated as a continuous offence in Romania. As of September 2025, fines for passenger cars (Category A) are 500–1,000 RON (~€99–€198). Paying within 15 days entitles you to a 50% reduction. Paying the fine does not exempt you from purchasing a valid rovinieta — both are required.

After online purchase, the rovinieta is registered in the CNAIR database within minutes. You choose your start date and time at checkout — it does not have to begin immediately. The vignette is entirely electronic; no physical sticker is issued. You will receive a confirmation by email.

Yes. Each period (10 days, 30 days, 60 days, 12 months) runs for exactly that duration from the start date/time you select. A 10-day rovinieta starting 1 June 2025 at 08:00 expires on 11 June 2025 at 08:00. The 12-month option is not tied to the calendar year.

Romania operates the Electronic Rovinieta System (SER) managed by CNAIR, with 70+ fixed ANPR cameras on motorways and national roads checking plates against the vignette database in real time, 24/7. Unregistered vehicles trigger an automatic contravention notice sent to the registered owner. Traffic police also conduct manual checks. Foreign-registered vehicles are equally subject to enforcement.
